Pentagon Preparing U.S. Military Bases to Survive 90 Days Without Power or Outside Supplies as Global War Fears Grow

The Pentagon is preparing for the possibility of a major global war that could knock out America’s power grids, cripple supply chains and leave military installations cut off from essential services for months.

According to an October 25 report from Fox News, the military is developing a sweeping preparedness initiative called FORTRESS, designed to keep major U.S. military installations operational for at least 90 days without relying on civilian infrastructure.

The plan calls for independent power systems, portable nuclear reactors, stockpiles of fuel and ammunition, backup communications and preparations to convert civilian factories to wartime production.

The Pentagon is planning for a scenario in which the infrastructure Americans depend on every day may no longer be available.

Pentagon Warns America’s Infrastructure Could Become a Target

Pentagon chief spokesperson Sean Parnell told Fox News that the military can no longer assume American bases will have reliable access to the civilian systems surrounding them.

“We don’t want to rely on standard civilian municipal infrastructure to run our national defense. We just simply can’t. It’s an intolerable risk,” Parnell said.

Under FORTRESS, major military installations across the continental United States would be expected to maintain essential operations independently for at least three months. That includes electricity, water, fuel, communications and the supplies needed to continue military operations.

The initiative includes portable nuclear reactors, large battery storage systems and independent electrical microgrids that could allow bases to disconnect from the civilian power grid during prolonged outages.

Parnell also warned that America’s geographic isolation is no longer sufficient protection against attacks on the homeland. Military planners are increasingly concerned that a future conflict could involve simultaneous attacks against infrastructure, communications networks and supply chains inside the United States.

Military Preparing for Global Supply Chain Collapse

The Pentagon’s preparations go far beyond keeping the lights on.

FORTRESS calls for strategic stockpiles of ammunition, fuel, critical minerals, electronics, replacement parts and medical supplies. The military also wants multiple sources for essential materials so that the loss of a single manufacturer or supplier doesn’t cripple military operations.

“The next conflict will likely be fought on multiple fronts. Look at the geopolitics behind any major war. When that happens, global supply chains will break,” Parnell told Fox News.

The initiative also incorporates the Civil Reserve Manufacturing Network, which would prepare American factories to switch from commercial manufacturing to producing military equipment during a national emergency.

Military planners are also preparing for interference with satellites, GPS navigation and communications systems, recognizing that a future war could involve widespread cyber and electronic attacks alongside conventional military operations.

Why Is the Military Preparing for This Now?

The announcement comes as the United States faces an increasingly unstable international security environment, including the ongoing war in Ukraine, tensions involving Iran and the possibility of broader conflicts that could disrupt global trade and energy supplies.

It also comes amid growing concerns about cyberattacks targeting critical infrastructure. As we’ve previously reported, AI-powered cyber threats are raising serious questions about the security of America’s banking, electrical and water systems.

FORTRESS does not mean the Pentagon has intelligence that a global war is imminent. Military planners routinely prepare for worst-case scenarios, and the initiative is intended to reduce vulnerabilities before a crisis occurs.

Still, the scale of the preparations offers a sobering look at what defense officials believe a future conflict could involve.

A war that disrupts civilian electricity, communications, fuel supplies and manufacturing would have consequences extending far beyond military installations.

If the Military Needs 90 Days of Supplies, What About American Families?

Perhaps the most troubling aspect of the Pentagon’s plans is what they suggest about the vulnerability of civilian infrastructure.

If military installations need independent power generation, water systems and three months of supplies to remain operational, what happens to the surrounding communities that depend on those same systems?

Most American households are nowhere near prepared to go 90 days without electricity, running water, access to grocery stores or functioning electronic payment systems.

The Pentagon’s announcement also follows Britain’s recent warning urging families to stockpile food, water and cash in preparation for potential disruptions to essential services.

While the American military prepares for three months of isolation, British officials are encouraging households to maintain at least three days of emergency supplies.

For Americans, the latest Pentagon plans should be another reminder of why emergency food storage and basic household preparedness matter.

The military isn’t waiting until the power goes out or the supply chains collapse to figure out how it will survive.

Neither should you.

The Pentagon is preparing for a world where the systems that keep America running could fail for months. The question is whether the rest of the country is prepared for what happens if those military worst-case scenarios ever become reality.
